Regulation 6 of the Construction (Design and Management) Regulation 2015 SI 2015/51, requires that an F10 notification form needs to be submitted to the Health and Safety Executive (HSE) as soon as possible before the construction phase of their projects.

The obligation applies equally to commercial and domestic projects.

An F10 notification must be made if the construction project falls into either of the following:

a)  lasts longer than 30 working days and have more than 20 workers working at the same time at any point on the project; or

b)  exceed 500 person-days.

Impact of COVID-19 on construction projects

Only larger construction projects tend to trigger the requirement to submit an F10 notification, however with the COVID-19 pandemic leading to a growing concern for the welfare of workers on construction projects and the closure of sites, the knock-on effect for those smaller construction projects (who would not normally need to notify) may result in them now needing to submit the necessary application to ensure they are covered.
