If you’ve ever dreamed of building your own home, those dreams may become a reality more easily than you think thanks to the new Government initiative ‘Right to Build’ (RTB). RTB, which was announced in the 2014 Budget, is designed to make it easier for those who wish to build their own homes to obtain the necessary land and planning approval from the Local Authority. The Government has recently launched a consultation on RTB and eleven RTB areas have been chosen.
The Department for Communities and Local Government (DCLG) launched the RTB consultation on the 23rd October and it closes on 18th December 2014. The consultation seeks views on RTB, including the likely demand for the scheme and how it will operate in practice, including eligibility criteria, and the extent to which services must be available. While the majority of the consultation’s questions are aimed at Local Planning Authorities, the DCLG is seeking views from anyone who is likely to be involved in custom builds.
Meanwhile, the first Councils to offer help to people wanting to build their own home through RTB have been announced. The eleven authorities are Cherwell, South Cambridgeshire, Teignbridge, Shropshire, Oldham, West Lindsey, Pendle, Sheffield, South Norfolk, Stoke-on-Trent and the Exmoor and Dartmoor National Park Authorities.
The chosen areas will test the RTB scheme and will establish and maintain a register of prospective custom and self-builders in the area and begin to identify ‘shovel-ready sites’ for those on the register – becoming the first to offer local people the right to design and build their own home.
Housing Minister Brandon Lewis said the RTB scheme is “one of a range of measures we’re taking to ensure anyone who wants to build their own home has the opportunity and help they need to do so”.
